I don't think this is a requirement, but seeing that you have made less than 100 edits on Incubator, it doesn't seem to be sufficient to qualify for test-adminship, let alone for two test wikis. Please be more active on all the test wikis that you are applying for before you reapply for test adminship. If you are applying only for Wp/bcc, then reapply again with just that test wiki. Well, this wiki doesn't have any active administrator. The project was started in 2005, but ten years after, it has seldom advanced as there was no administrator who created rules and made a concrete plan for the organization of the project in order to improve the quality of the content and make it ready for approval as an official wiki. The content needs to be reorganized, with an emphasis on the quality of articles instead of the quantity of the articles. Not to mention some spam user who recently posted inappropriate content, and the lack of standard spelling rules, although recently a book called 琉球のことばの書き方 －琉球諸語統一的表記法 has finally set rules for writing Ryukyuan languages, and among them the Okinawan language. Such rules need enforcement from an administration, after getting consensus from the other active contributors. Although for the moment, my contributions are still little, I am highly motivated to contribute to the wiki by improving its quality (creating infobox or delete inappropriate or useless pages, categories, rename pages etc for example needs administrator tools).
