The code ber is an ISO 639–2/–5 code for a "collection" of languages. While there are some grandfathered projects that exist under some language codes like that, current policy does not allow them.
There has been no material work on the project since 2012. I'd like to understand what is really here and what language it is really written in. I'd like to move anything you might see as useful to the test project in the language in which it is written, then delete everything else. What do we need to do for the Wp/zgh and Wp/shi tests to be approved?

- Those projects both have a decent amount of content, but there are still many other things to do.
- Most of all, for any project to be approved, it needs to have an active community. And that means, at minimum, that every single month, there must be at least three registered editors making at least ten edits on each individual project. One of the big reasons I asked the questions that I did on the other page is because of this requirement. If everyone were working on a single project, then it wouldn't dilute the effort as much. You'd be more likely to meet the requirement if everyone worked on zgh, say, than if some people work on zgh, some on shi, some on tzm, and so forth.
- Similarly, there needs to be interface translation done. Start with this page, as well as the similar page for shi. At minimum, every message in this group, and at least 13% of the total "Core MediaWiki messages" must be translated for each language to be approved. Again, if everyone works on one of these at a time, it makes things go faster.
- Beyond that, keep adding content. The more content the better—and at least half the pages have to be more than stubs.

[edit source]You need to be careful about this. You have left a couple of broken redirects behind; see Special:BrokenRedirects. (Please fix them.) Always check pages you are about to delete for incoming links (using Special:WhatLinksHere—for example, Special:WhatLinksHere/Wp/zgh/ⴰⵖⵔⴼ_ⴰⴽⴰⵣⴰⵅⵉ and make sure that all incoming links are fixed. Alternatively, just leave redirects behind. Then double-redirects will automatically be fixed by a bot. Then a week later delete the page you want to delete. - You would be within your rights to block the user for multiple-account abuse, and I would support you if you did that. If you want to do that:
- Block the IP address for a week
- Block the primary account for a week
- Indef the second account
- Put a notice on the talk page of the primary account

- "Indef" means to block with an expiration time of "indefinite".
- If he uses a different IP, block it for a month. After that, block IPs 3 months at a time. We don't usually block IPs for longer unless they are known to be static IP addresses, because after a while the troublemaker moves on and the block only serves to prevent legitimate users from contributing. But there is a user called Faridatcemlulaqbayli (intentionally not linked), whose account opened here a little under six years ago, but who made no edits here. All of a sudden, the person appeared today, and has made many edits and created a bunch of translation pages. (See Special:Contributions/Faridatcemlulaqbayli.) - template:wp/mni/Infobox settlement uses many other templates (you can find them here en:template:Infobox settlement#Supporting templates) and modules you have to create them, and don't forget to add the prefix wp/mni to any template and module you use.
