Welcome to the Wikimedia Incubator! At the right there are some links, and here are some tips and info:

  • You can find help and information on Help:Contents. If your English knowledge is good, you can translate that page to other language you know so more people can understand it!

Like Leo? What is Leo? And btw, the wiki on my PC has a much better format than wt/mul. But like you said that you pointed people to here, you can start reviving this project and maybe that way it makes more chance to get a project. About "there seem to be some templates where I can't trace back the original source", you seem to have find it (on your userpage);
About the bot, you don't need to run it because of the following:
Some days ago, I found someone who wants to host this project. He asked me what I need to put it online. I said I don't know anything about such things - putting sites on the internet. So, if you have experience I'll give you his e-mail address and more info.

Of course it will be a wiki, that is the most important part of the project :-) I think it does have enough server space; it'd be hosted by http://www.veropedia.com/ and they are willing to host a lot of wiki projects: http://blog.veropedia.com/a-veropedia-for-a-wikipedia/.
I think it's better first to have a wiki, and then we can see what we can do with bots etc.
