Si Jose Manuel "Chel" Icasiano Diokno (Tagalog: [ˈdʒɔknɔ], nabata Pebrero 23, 1961)^[1] isa ka Pilipinong abogado, edukador, kag human rights advocate. Nangin siya subong lider sang Free Legal Assistance Group o FLAG kag ang naghimong dekano sang Kolehiyo sang Ley sa Unibersidad sang De La Salle (nga ginatawag subong nga Tañada-Diokno College of Law). Nangin man siyang special counsel sang Senate Blue Ribbon Committee.^[2]
