Thanks for your comments. The sentence does the project already have a project? is indeed not clear. I meant does the project [which you want to start] already have [another existing Wikimedia] project? For example, you want to start a Wiktionary, and the question is whether there's already a Wikipedia or not. Anyway, when the draft has some more information, I think I'll put it on Help:Manual.
