Wb/mh and Wb/lo

Are you planning to create real content for these tests (such as the GNU Health documentation page that you added a placeholder for in the Laotian project)? We'd prefer you not to add info pages until you add some content. And we'd prefer you not to add placeholders unless you are planning to replace them with real content in very short order. Thanks.
