I see you made a test project, Wiki Community College, but we only want to have test languages of existing projects. Otherwise all these projects should have their test project here!

Since there is no policy about that, you can make this project here, but it should be better if you find another wiki.

The main page does say "This is the Wikimedia Incubator, where potential Wikimedia project wikis like a new language Wikipedia or Wikinews or a totally new project can be arranged, written, tested and proven worthy of being hosted by the Wikimedia Foundation."
