No, that it doesn't. It is applying for a global flag which should be sufficient for the tasks it is handling I presume. I myself am undergoing a username rename on wikimedaia projects so it may all look a little confusing. :) --White Cat 11:03, 2 September 2011 (UTC)[reply]

There are no reservations regarding who will import a test wiki to its own subdomain. Usually the first one from Incubator (normally admin+importer here) who sees that the new wiki is there requests the rights on meta and goes ahead. --MF-W {a, b} 19:36, 13 September 2011 (UTC)[reply]
